Act 57-2014, known as the Puerto Rico Energy Transformation and RELIEF Act, requires PREPA to submit, and the Energy Bureau to approve an integrated resource plan (“IRP”). The goal of an IRP is to evaluate PREPA’s resources in order to develop a cost-effective (least cost) plan to meet Puerto Rico’s energy needs in the future. The Energy Bureau directed LUMA to file a full IRP proposal in compliance with Regulation 9021. This website is to facilitate the submission of and response to Requests of Information (“ROIs”) by parties in Docket No. NEPR-AP-2023-0004, on the IRP submitted by LUMA on October 17, 2025.
